What is Civil Service Exam?

        Eligibility tests must take and pass to get employment in specific government agencies. It is conducted by the Civil Service Commission, responsible for overseeing government services, to screen and select prospective civil servants.

Type of Exam

1.Civil Service Sub-Professional Exam (first level eligibility)– only qualifies you for first-level positions (clerical, custodial, and trade) which require less than four years of a college education.

2.Civil Service Sub-Professional Exam (second level eligibility)– qualifies you for both first-level (clerical, custodial, and trade) and second-level (scientific, technical, and professional) positions which require at least a bachelor’s degree (four years of college education).

Methods of Taking the CSE Exam

1.) Computerized Examination (COMEX)- you need first to register online for the reservation of a slot at the CSE COMEX website:http://www.comex.csc.gov.ph/user/ 
and the examination fee is P600 and the service fee for digital information is P80, so the total fee for COMEX is P680. Test results including issuance of Eligibility Card for passers, shall be available within one (1) week after the examinationThen, make a personal appearance at the CSC office to get your biometrics taken and take the exam through the computer.

2.) Pen-And-Paper Test (PPT) -  you need to submit requirements to the CSC Regional or field offices and filing will cost Php500.00. Visit the website http://www.csc.gov.ph/cscrod.html for a directory. You will be given a test booklet and an answer sheet, and you shade (using a ball pen) the correct answers. The exam is conducted twice a year and the assigned school will post via the CSC website.

Qualifications to Take the Exam
  • Filipino citizen;
  • At least 18 years old on the date of filing of the application;
  • Of good moral character;
  • Has not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;
  • Has not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and
  • Has not taken the same level of Career Service Examination, regardless of mode, within the last three months before the date of examination

Requirements

1.) Fully accomplished Application Form that can be downloaded at http://www.csc.gov.ph/2014-02-21-08-28-23/pdf-files/category/173-examination,-recruitment-and-placement.html

2.) Four (4) pieces of identical I.D. Pictures with specifications, as follows: · taken within the last three (3) months prior to the filing of application · Philippine passport picture size (4.5 cm x 3.5 cm or 1.78” x 1.38”) · colored, with white background and printed on good quality photo paper in the standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm. below the chin) · in the bare face (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features (facial features not computer enhanced) · showing left and right ears · taken in full-face view directly facing the camera, with neutral facial expression and both eyes open · with handwritten (not computer-generated) name tag legibly showing signature over printed full name in the format: First Name, Middle Initial, Last Name, and Extension Name, if any

3.) Original and photocopy of any of the following I.D. cards, which must be valid (not expired upon the filing of application), and contains the name, clear picture, date of birth and signature of the applicant, and the name and signature of the issuing agency’s current head/authorized representative: Driver’s License, Passport, PRC ID, SSS ID, GSIS ID/ GSIS UMID ID, Philhealth ID (must at least contain the applicant’s name, clear picture, signature, and Philhealth number), current Company/Office ID, current School ID (validated for the current school year/semester/trimester), Postal ID, BIR ID (ATM type/TIN card type with picture), Barangay ID, Voter’s ID, Police Clearance/Police Clearance Certificate, or NBI Clearance (Note: All other ID cards NOT included in the list shall NOT be accepted).

4.) For applicants without date of birth in their I.D. card/s, original and photocopy of Birth Certificate issued by the Philippine Statistics Authority (formerly National Statistics Office) or the Local Civil Registry printed on Security Paper (SecPa).

5.) For applicants holding dual citizenship under R.A. 9225, original and photocopy of Certification of Retention/Re-acquisition of Philippine Citizenship issued by the Bureau of Immigration.

6.) Examination fee of PhP500 for the CSE-PPT, or PhP680 for the CSC COMEX. For fees and additional application requirements of other examinations, please see the related Examination Announcement.

Scope of Exam

1.)Civil Service Sub-Professional Exam- English, Mathematics, General Information, and Clerical, Operations. General Information about – The Philippine Constitution; Code of Conduct and Ethical Standards for Public Officials and Employees (R. A. 6713); peace and human rights issues and concepts; and environment management and protection.
- It has 165 items and you’ll be given 2 hours and 40 minutes to finish the exam.

2.) Civil Service Sub-Professional Exam- English, Mathematics, General Information, Analogies, and Logical Reasoning. General Information about – The Philippine Constitution; Code of Conduct and Ethical Standards for Public Officials and Employees (R. A. 6713); peace and human rights issues and concepts; and environment management and protection.
- It has 170 items with 3 hours and 10 minutes allocated for the whole examination.

Passing Rate

All Civil Service Exam, require a passing rate of 80%.

Computation of Rating System

The first three portions of exam weighs 90% while the rest is 10%. First, Add (verbal + analytical+ numerical), then divide the sum by 3. Second, multiply by .90. Next, multiply the (general information) by 0.10. Then, take the sums of the results. That is your average rate.

Guidelines for PWDs, Pregnant, and Senior Citizens

They will be assigned to take the examination in a room located on the ground floor of the testing building for ease of movement.

The time limit for the examination shall be extended for one hour for the visually impaired and the deaf or hard of hearing, thus, 4 hours and 10 minutes for the CSE-PPT Professional Level, and 3 hours and 40 minutes for the Sub-Professional Level.

However, the CSC stressed that the time limit for other PWDs covering examinees with both apparent and non-apparent physical disability, pregnant women, senior citizens, and the rest of the individuals classified as regular examinees will remain at 3 hours and 10 minutes for the Professional Level, and 2 hours and 40 minutes for the Sub-Professional Level.

Exempted in CSE Exam

1.) Bar and Board Exam Passers - Granted pursuant to RA 1080

2.) Barangay Health Workers (BHW) - at least two years of college education and five years active service, pursuant to RA 7883

3.) Barangay Nutrition Scholars - render active and satisfactory two years of service for Barangay-based volunteer workers pursuant to Presidential Decree No. 1569

4.) Barangay Officials - consists of Barangay Captain, Sangguniang Barangay Members, Sangguniang Kabataan Chairman, Barangay Officials: Barangay Treasurers and Barangay Secretaries pursuant to RA no. 7160.

5.) Electronic Data Processing Specialist - passers of System Analysis and Design and also Computer Programming courses administered by ICTO pursuant to CSC Resolution No. 90 - 083 dated January 22, 1990.

6.) Foreign School Honor Graduates - those who graduated suma cum luade, magna cum luade, and cum laude or equivalent in the baccalaureate degree beginning school year 1972 - 1973 pursuant to CSC Resolution No. 1302714 with applicable Philippine rules and law.

7.) Honor Graduates - those who graduated suma cum luade, magna cum luade, and cum laude, in there in the baccalaureate degree pursuant to Presidential Decree No. 907.

8.) Sanggunian Members - members of Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan in pursuant to RA No. 10156.

9.) Scientific and Technological Specialists - at least three years of continuous experience in research and/or teaching in the pertinent field pursuant to Presidential Decree No. 997.

10.) Skills Eligibility - positions which are not measurable by written test pursuant to CSC MC no. 11, s.1996 that include plant technician, automotive mechanic, heavy equipment operator, laboratory technician, shrine curator, carpenter, draftsman and others.

11.) Veterans Preference Rating - shall be given to the veteran himself/herself or spouse and children pursuant to EO no. 132 and EO no. 790.
